The state’s health care watchdog believes that Partners HealthCare’s proposed acquisition of Massachusetts Eye and Ear could raise health care spending by millions of dollars annually, potentially hindering Partners’ latest attempt to expand.

According to a report released by the Health Policy Commission, bringing Mass. Eye and Ear and its physician network into the Partners fold would increase health care spending by $20.8 million to $61.2 million annually through rate increases alone.
